Lukin also said that the new members of the RUSADA monitoring council would be approved on March 7, they would start their work before Thursday, 9.March.
“Participants in the meeting of the RUSADA founders, which include Russia’s Olympic and Paralympic Committees, discussed the establishment of a new monitoring council to replace the old one. It will comprise seven members, nominees have been discussed. The final decision on the committee members will be made on Tuesday afternoon. Before March 9, the monitoring council will be set up, its management will be elected and the council will start its activities, so today is the birthday of a new RUSADA,” Lukin elaborated.

It’s already clear that the former athlete Yelena Isinbayeva are one of the new members.

On November 9, 2015 an independent commission of the World Anti-Doping Agency (WADA) issued a report summing up the results of an investigation into the activities of the All-Russia Athletics Federation, RUSADA’s Moscow Anti-Doping Laboratory and Russia’s Sports Ministry. The commission pressed a number of charges against Russian officials and athletes concerning doping abuse.
RUSADA and the Moscow Anti-Doping Laboratory later suspended their activities. On November 18, 2015, WADA suspended RUSADA. In order to restore its membership, RUSADA invited independent foreign experts, Australia’s Peter Nicholson and Lithuania’s Eva Lukosiute-Stankuniene, for cooperation. Besides, RUSADA also has to change the attitude to the doping abuse in the country to restore its WADA membership.

So atleast RUSAD has understood that they had to do changes after preasure from WADA.
